from /etc/dispatch-conf.conf

# List of frozen files for which dispatch-conf will automatically zap   updates
#frozen-files=""

I'd like to have the opposite of this! 

I'd like to add a pc gentoo based to my subnet and set (without any prompt) all of certain services (files) selected into a list...
files may be as in /etc as in /opt, /var...  (like hosts, smb.conf, README, etc)

Changes obliviously may be HW indipendent and safe for all pc but this is leaved to the net/system administrator.
Not to the administrator of pc that only have to call:
dispatch-conf

now users can merge a pc into my subnet having all services properly setted doing only:
eselect profile set myprofile
emerge --sync
emerge -uKaDv world
dispatch-conf

It may be very cool

to be sure that files configuration update comes from a net/group-admin (and not from a ebuild update), you can:

1- examine all the specified directory (specified in the file list F.E.: /etc/fstab and /opt/README specify that you have to search in /etc and /opt) for files named ._grp??_cfg????_xyz instead of the usual ._cfg????_xyz
2- provide a tool to create these files

The opposite of this is CONFIG_PROTECT_MASK, see man make.conf :)
