Major release of IRC Services with a new database handling, some behavior changes and many fixes.

diff between ircservices-5.0.62.ebuild and ircservices-5.1.6.ebuild

* >=sys-devel/gcc-3.4.0 added to DEPEND. IRC Services documentation states, that 3.2 is the minimum version required, but the FAQ said configure script complains about errors in compiler with GCC earlier then 3.4;
* src_unpack() removed, because fPIC patch isn't needed anymore (as I understand it);
* fowners used to chmod ircservices' modules directory instead of sedding configure script in the src_unpack();
* list of files for dodoc updated;                                                                                      
* all references to the name of the package replaced with ${PN}.

5.1.11 is out too.
This release corrects a critical bug in ChanServ which allows any user to crash Services. All users of Services should upgrade to this release immediately.

Expect 5.1.14 to hit the tree with ~x86 soon
