libpq++ is no longer a part of the postgresql distribution. please see the
postgresql web page for more details

noticed this when I tried to emerge dbbalancer

Steps to Reproduce:
1.try to emerge dbbalancer it will complain about missing libpq++.so
2.
3.

Actual Results:  
sure enought libpq++ is not available..

libpqxx ebuild

This is the proposed ebuild for libpqxx. It needs postgresql libraries and
header files to run.
