It would be nice to have the upstream changelogs for some packages integrated into portage  
perhaps as a file in the package directory called something like 
app-foo/bar/UpstreamChangelog.

blowing up portage ? i don't like the idea
if you install a package, mostly Changelog and other docs are installed on
your system into /usr/share/doc/${PF}

Packages should be installing the changelog to /usr/share/doc/${PF} as Martin pointed out.
