From the babel home page:

Babel is a collection of tools for internationalizing Python applications.
Babel is composed of two major parts:
    * tools to build and work with gettext message catalogs
    * a Python interface to the CLDR (Common Locale Data Repository), providing access to various locale display names, localized number and date formatting, etc.

distutils based ebuild

distutils based ebuild with doc use flags for api/user manual.
Tested on ~amd64.

babel-9999.ebuild

this ebuild for svn version of babel.
i'm using it as dependece of trac-9999 and it works fine
