It enables support for OpenEXR graphics file format.
"gif", "png", "svg", "tiff" etc. USE flags have similar function and are defaultly enabled in desktop profiles.

They're enabled by default because people will be missing functionality that they really want.  If we removed jpg or png support, people would complain.  You're the first person to *ever* request OpenEXR, which I've never even heard of.  As such, I don't think it is really a candidate for being enabled by default.  If you get the arch teams to buy in that it should be enabled, I'll reconsider/REOPEN, but otherwise, I'm marking this as WONTFIX for 2007.1's release.
