Otherwise, people will try to do spell checking and have no clue as to why it's not working.
yeah, on the other hand you can read the info spammed to you when aspell is done emerging... this kinda thing gives US a bad name :/ anyway, the locale thing is being worked on.
dependencies in the portage tree have been shifted to virtual/aspell-dict instead of app-text/aspell. Now, english is installed by default, It is up to the user to switch to whichever dictionary they prefer by emerging that one and unmerging en, if they choose.
