After trying these instructions several times without success and discussing things with other engineers There are a couple of crucial changes that are needed for this document to work. 1. use cfdisk rather than fdisk. 2. The partition that you create on the usb key must have the correct tag FAT16 or FAT32 depending upon whether you formatted the key with mkdosfs -F 16 or mkdosfs -F 32. 3. The partition that you create must be tagged as bootable. Steps 2 and 3 are missing from the document
If you prefer cfdisk, use it. F16/F32, is mentioned "...and mark it bootable...", and bootable flag is displayed in fdisk's output
