I am the library developer, and I would like to submit an ebuild for inclusion in portage.  Please find the attached gcstl-0.3.1.ebuild

From the SourceForge project page:
GCSTL is a port of the C++ Standard Template Library to the C programming language. This library is for developers that desire the functionality of lists, stacks, queues, sets, or maps when using the C programming language.

I suggest that this package be placed into the portage tree dev-libs/gcstl

This ebuild only depends on the basic gentoo system (autoconf, automake, libtool, make, gcc, glibc) to compile and install.

This package should build and link and operate correctly under any linux supported hardware platform, but I have only tested x86.
