Essentially, these packages (e.g. texlive-documentation-german) only install some listings in /usr/share/texmf/lists and /usr/share/texmf/tpm but the actual data files are not in the tree after the emerge.

did you install it with use=doc?

No, I didn't. Of course, it worked with use=doc. Sorry for the noise.
