I installed apache2 a while back and ever since then, portage has insisted that I should upgrade from Apache 2.0.45 to 1.3.27-r3.  While Apache 2 is keyworded as ~x86, apache 1.3.27-r3 should show up as a downgrade, not an upgrade.

Reproducible: Always
Steps to Reproduce:
1. Emerge apache 2.0.45
2. Try emerge -Up apache

Actual Results:  
These are the packages that I would merge, in order:
 
Calculating dependencies ...done!
[ebuild    U ] net-www/apache-1.3.27-r3 [2.0.45]


Expected Results:  
Emerge should have offered no package for Upgrade

mixing and matching things isnt entirely a clean affair.

there are strange quirks and artifacts, which you're seeing.
