Runit versions: 1.5.0, 1.7.0, 1.7.2.
Kernels: 2.6.18-gentoo-r7, 2.6.18-hardened-r6.
GCC: 3.4.6, 4.1.2.
glibc: 2.3.6-r5, 2.5-r2.

Test commands (after reboot):

# sv s fcron; sleep 2; sv s fcron; sleep 2; \
  sv restart fcron; sleep 2; sv s fcron; sleep 2; \
  sv s fcron;
run: fcron: (pid 2107) 0s
                      ^^^^
run: fcron: (pid 2107) 0s
                      ^^^^
ok: run: fcron: (pid 2107) 0s
run: fcron: (pid 3120) 1s
                      ^^^^
run: fcron: (pid 3120) 3s
                      ^^^^

Right time show only after "sv restart fcron" :(
