I use Docbook locally with org.apache.xml.resolver and I have found that you have an error in build-docbook-catalog script. There is one line missing and in other two lines are some characters more:

* change "-//OASIS//ENTITIES DocBook XML" -> "-//OASIS//ENTITIES DocBook"
otherwise it will doesn't resolve "-//OASIS//ENTITIES DocBook Notations V4.4//EN"

* change "-//OASIS//DTD DocBook XML" -> "-//OASIS//DTD DocBook"
otherwise it will doesn't resolve "-//OASIS//DTD DocBook CALS Table Model V4.4//EN"

* add "-//OASIS//ELEMENTS DocBook"
otherwise it will doesn't resolve "-//OASIS//ELEMENTS DocBook Information Pool V4.4//EN"

Patch for app-text/build-docbook-catalog-1.2 which will solve the problem with the local resolver.
