This one is a complete mystery to me but it is 100% reproducible when rebuilding the package and retrying the install.  I have confirmed this on 7 different systems.

At minimum upgrade your portage to latest stable before reporting portage bugs, please. Reopen if you can reproduce with 2.1.3.9

This bug appears to be resolved in 2.1.3.9.
