The APA Class format for Lyx is not included in version 1.5.1.

Reproducible: Always

Steps to Reproduce:
1.Start Lyx
2.Oben new document
3.Go to "Document" -> "Setting"
4."Document Class"
5."Select Document Class"
6.Scroll zu "Unavailable:article (APA)"

Actual Results:  
Unavailable:article (APA)

Expected Results:  
article (APA)

apa layout should be part of lyx 1.5.1. have you tex classes installed and 
reconfigured lyx ?

havent used before, but i guess http://www.ctan.org/tex-archive/macros/latex/contrib/apa/

consider to add it into sunrise overlay, maybe other would use it too.
(for example of tex class ebuild look onto 
http://overlays.gentoo.org/proj/sunrise/browser/sunrise/dev-tex/ledmac )

dev-texlive/texlive-publishers should contain apa now.
