The livecd seems to be missing a couple small things that would allow for a cd
install.
1) A Booteable Image.  This is not a big deal as they are easy to come by.

2) The stage3 and maybe 2 or 1 should contain the kernel image and modules so
that  it may be booted from without emerging the kernel.  These are available,
however, if you boot from the cd as the livecd image contains them.

A test image can be found at bug 19548. It should fix your problem. Put the floppy and cd in thier appropriate drives, you should be all set.
