The information displayed after emerging dev-lang/prc-tools seems to be outdated:

 * For a complete Palm Development Environment you will also need...
 * 
 * [ ] PilRC; the Palm resource compiler; emerge pilrc
 * [ ] POSE; The Palm OS Emulator; emerge pose
 *    ->> A ROM for POSE; available from Palm
 * [ ] An SDK; available from the Palm Website
 *    ->> Decompress this to /opt/palmdev and then run
 *        'palmdev-prep /opt/palmdev'

The POSE ebuild does not seem to exist any more, and there is an ebuild for the PalmOS SDK (dev-lang/palmos-sdk).
