net-fs/openafs has both openafs-krb5 and openafs-krb5-a in the LICENSE variable.

However, the two files in /usr/portage/licenses are identical.

Indeed, nice spotting :)
One of them should be a license issues by "Kungliga Tekniska Högskolan", exactly the same one as in the NEWLIB license number 13.  
I've put this license in the openafs-krb5 file now. 

(I was thinking of putting all openafs licenses in one file, but the IBM license should definitely be in a separate file as well, so this would again be a license duplication.  So I left the structure as it was)
