I had the same problem. My problem was that libsndfile was linking to a non-existing libFLAC. A reemerge of libsndfile made that particular config error go away. I also had to reemerge ffmpeg. After that though, sox compiled and installed just fine.
Reemerging libsndfile and ffmpeg fixed this problem. I didn't realise there were 2 logs so I attached the one I saw it ask for.
