This is an e-build for the perl module String::CRC32. String::CRC32 generates CRC32 checksums from strings and from files. String::CRC32 is needed to install LiveJournal (the server, not a client). This e-build should probably be added as dev-perl/String-CRC32.

Does this satsify any dependancies? Perl modules are not added to portage unless they fulfill a dependancy elsewhere. Otherwise, you will need to install the module yourself or wait until there is a working method in place for portage to handle CPAN modules directly.
I am not aware of any in-portage packages that depend on this module. Like bug 19305, this should probably be marked LATER.

Going through my "later"s, found this bug - filled a dep for net-ssh, in the tree long since now.
