With shorewall i get:
ERROR: Command "tc qdisc add dev eth0
>>> root handle 1: htb default 13" Failed

With version 2.6.16.20060323 everything works. Maybe related to

you generally cant file bugs that simply say "xyz does not work", you need to actually include information about your system

start with `emerge --info` like the bug report page told you to and follow up by posting the full build output of iproute2 as an attachment

Sorry guys, this bug can be closed. It was a bad kernel configuration.
