Request to add GENTOO_LOCAL_MIRRORS variable, that acts like GENTOO_MIRRORS except bypassing RESTRICT="mirror"

Reproducible: Always

Steps to Reproduce:
1. emerge <some-package-with-mirror-restriction>

Actual Results:  
LOTS of machines trying to fetch the same file from Internet instead of local mirror

Expected Results:  
all files fetched from local mirror

Use a 'local' entry in /etc/portage/mirrors (see `man portage`)
