I won't presume to tell you how to do your job, because obviously you have more
expertise than I (or I would be mg@gentoo.org), but since these little
miscellaneous utilities are focused on specific attributes of the x windowing
system, and seem to fit with those in x11-misc, I would suggest or inquire about
moving them to x11-misc.
At the very least, xtrlock and xlockmore are x screensavers that belong
alongside x11-misc/xscreensaver.  The other two I'm not quite as confident
about, but I would appreciate at least a quick review.
I chose not to file these as individual bug entries when I saw how closely
related in potential genre and last committer each ebuild was.

By instruction of tseng, I am moving all x* packages in app-misc to x11-misc.
xearth, xtrlock and xsnap have been moved so far.
