It would be nice to have a bzr.eclass (or bazaar.eclass) such as we have one for svn.

I'm sorry but bugzilla is not a place to request eclasses. If you have some use cases for this and are able to write one, then it needs to go to gentoo-dev mailing list [1] for review; other than that, noone's writing eclasses just because it'd be nice to have one when nothing in the tree needs it.
