Booting from the Live CD 1.4rc3, Feb27,2003 build,

....
Starting USB and PCI hotplugging
init_module: ....... e100.o : No Such Device
insmod e100.0: insmod e100.0 failed

dhcpcd then runs, pulls an ip address with infinite release time, the system
hangs for about 30 seconds, then a kernel panic appears: 

Kernel Panic : For Safety
In interrupt handler - not syncing

Reproducible: Always
Steps to Reproduce:
Boot from Gentoo LiveCD 1.4rc3
choose Gentoo noscsi
Let the rest of the boot process happen
Actual Results:  
Kernel Panic

Expected Results:  
given a root prompt

please try -rc4, and use "gentoo nohotplug" if needed.
