First my installation is developmental ~x86 installation.  When I type in halt 
and everything shuts down I press the power button and all power is like cut 
from the motherboard.  I'm unable to power the machine back up until I unplug 
the power connector from the motherboard.  I installed Redhat 9 last night on a 
spare hard drive and it powers down fine, same with Windows 2000 and XP.

Reproducible: Always
Steps to Reproduce:
1. halt the machine
2. try to power up
3. no-go until I unplug the power from the motherboard.

Actual Results:  
Halt the OP then turn off the computer and its completely dead.

Expected Results:  
Power off and Power up.

Motherboard Tyan Tiger MPX S2466N-4M BIOS v4.04 (had the same results from 
v4.03) 512mb RAM.  Hard drives: 2 60gb Maxtors.

If I remember correctly it did not do this when it wasn't ~x86.

It also doesn't do it with other distributions, nor with MS Windows 2000/XP.

sounds like you need a kernel with an updated acpi rather than the vanilla-sources from 2.4.20. use gs-sources, gentoo-sources or some kernel from gentoo for support.
