Kile does not depend on tetex, but emerge kile does. 
You can use other LaTeX Distributions like TeX Live (http://www.tug.org/texlive/) instead of teTeX
(http://www.tug.org/tetex/).

# emerge -p kile

virtual/tetex != app-text/tetex; if you emerge texlive, it won't want app-text/tetex any more.
