using portage 1.9.1

example situation:  dopewars has nls support as an option, my USE includes nls

expected behavior: emerge -ep dopewars suggests nls and everything nls requires
along with its other requirements of ncurses and glib

actual behavior:  emerge -ep dopewars suggests just ncurses and glib, ignoring
optional nls support

Fixed; will be fixed in Portage 1.9.2

using portage-2.0.51.22-r2, I'd like to reopen this bug, but there's no radio 
button for that...
