Can I CC the appropriate architectures?

Not necessarily...arches, there was no ok from maintainers, but I think it is good to go. KDE, Gnome, Xfce and so on? Anything to say against it?

You never CC archteams without maintainers permission.

*desktop-file-utils-0.14 (09 Sep 2007)

Version bump wrt #191755 with fixed emacs support wrt #191764.

0.13 is not good to go? Or do you better want 0.14 with fixed Emacs support?

0.13 follows desktop entry spec 1.0, but emacs support in it is outdated

upstream changelog:

2007-06-30 Vincent Untz <vuntz@gnome.org>

        * misc/desktop-entry-mode.el: updated to desktop entry spec 1.0.
        Patch by Ville Skyttä <ville.skytta@iki.fi>

this is for 0.14, so I'd prefer we wait till 0.14 can be stabilized with working emacs support & up to date specification.
