It looks like your SGML catalog is corrupt. Unfortunately, a problem that seems to be quite common but it's hard to resolve conclusively since there are many possible reasons for this.

Try the following, and let us know if the problem persists.
  emerge -1 sgml-common docbook-dsssl-stylesheets


X11 guys,
Even though docbook-dsssl-stylesheets is currently an indirect dependency, it'd be a good idea to put it in xorg-docs' ebuild explicitely. Also, the '~' syntax is better when declaring sgml-dtd and xml-dtd dependencies.

I'd suggest the following minor editions to the ebuild:
