ESVN_STORE_DIR is currently locked down by the subversion.eclass. Can this be opened up to the user by allowing the value to be set in the make.conf?

Not any users, but with portage group write permission.

Ping, can we please do this?

is what cvs.eclass does; trivial to do the same here.
