Until recently there was not a Flash Player download url which contained the full version number.  This causes problems with portage manifests.  Adobe has added a versioned download so that the manifests don't get out of whack.  The current url is:
http://fpdownload.macromedia.com/pub/flashplayer/current/install_flash_player_9.0.48.0_linux.tar.gz
