Bug 187199 – media-libs/flac-1.2.0 version bump

I've tested this on x86 only so far.  I had to make minor changes to the patch (160) file to get it to patch correctly, but all patches apply if you use the files included and everything builds fine.  I increased the patchlevel to 12 to reflect these changes, and the updated patches will be attached below.

Please present this to the flac maintainer, or if you need someone to maintain this version I am happy to help fix any problems that may be found with it.

Tested on amd64 here as well, works fine.

I'm updating the ebuild to have ~ keyword on x86, should be ready to use now.
