This is what I see when emerging mpg123:
(...)
  config.status: executing depfiles commands

  mpg123 0.65

  Install path ............ /usr
  CPU Optimization......... generic_fpu
  Compiler Optimization ... 0
  Audio output ............ alsa
  Gapless Support ......... enabled
  Debugging ............... disabled
  Seek table size ......... 1000

There is no USE variable for enabling or disabling this kind of optimizations.

emerge -p mpg123:
[ebuild   R   ] media-sound/mpg123-0.65  USE="alsa sdl (-3dnow) -esd -jack (-mmx) -nas -oss -portaudio"

Or this optimization is included in CHOST?

Unsupported on amd64, see /usr/portage/profiles/default-linux/amd64/package.use.mask
