Bug 18574 – New subversion ebuild (subversion-0.20.1)

I made a new subversion ebuild. As the difference with the old one is rather
significant I do not provide a diff. The ebuild needs apache 2, libneon-0.23.8,
and a recent version of swig. It includes a static versioned version of libdb4 to
keep compatibility with apache. This versioning is critical as apache includes
libdb3.

As a sidenote, compiling with the included version of libneon does not work and
also creates conflicts with a system libneon. Same goes for the included apr
and aprutil modules

Martin, I saw you was the last one to touch subversion. I made an ebuild for a
newer version of it (this one is rather old). It is a dragon, but it works. If
you have no objections I'll commit it myself.
