Baselayout 2.0.0_alpha3-r1 and 2.0.0_alpha4 fail with RC_PARALLEL="yes". 
The former doesn't fail with RC_PREFIX="no".
Init scripts they hang at are noip and gpm at least.

sys-libs/gpm-1.20.1-r6 should already be fixed for this, please verify the version you have installed.

Confirming gpm fixed with version 1.20.1-r6.

NoIP script still needs fixing.

Fixed
