Portage always tries to emerge rox 1.3.2-r2, and even downgrade, if and when I
merged 1.3.x manually. 

Reproducible: Always
Steps to Reproduce:
1. emerge -p rox
2.
3.

Actual Results:  
$ emerge -p rox 

These are the packages that I would merge, in order:

Calculating dependencies ...done!
[ebuild    UD] x11-misc/shared-mime-info-0.7 [0.9] 
[ebuild    UD] app-misc/rox-1.3.2-r2 [1.3.7] 

Expected Results:

it's KEYWORDed for ~x86 not x86, which means it's in testing.
