Skype does display the user ballons in the contact list just fine when the qt-static version is used, but not when linked against qt-4.2.3-r1 in Gentoo. We can't fix anything w/ binary-only stuff like skype; you should report such things upstream.
Nothing we can do. Use the static version if that fixes your issue.
