In the dynfw doc, the link to download the latest version is broken. Also, when I tried 
to emerge dynfw, it wasn't on any of the mirrors.  

Reproducible: Always
Steps to Reproduce:
1. Go to http://www.gentoo.org/proj/en/dynfw.xml 
2. Click on the link to download the latest version of dynfw. (File not found) 
3. Try and emerge dynfw 
Actual Results:  
The link was broken, and emerge dynfw returned 404 errors on all of the mirrors. 

Expected Results:  
The link to download the latest version of dynfw should work. 
emerge dynfw should emerge dynfw. 

I've also noticed that this doc isn't linked from the user docs section of the site. I was 
referred to it by someone in a forum. When these bugs are fixed, it should probably be 
linked from there.

The SRC_URI and the doc probably need to be fixed. In the meantime the file is in distfiles again.

It works for me, but seeing avenj comment I guess it really didn't work, so I'm placing this FIXED.
