When no mp3 encoder is installed, rip will not run.

The file itself is compatible with media-sound/lame, media-sound/gogo, media-sound/bladeenc, and media-libs/flac.

Only one is required as an RDEPEND.

Reproducible: Always

Steps to Reproduce:
1. emerge media-sound/rip without lame, gogo, bladeenc, or flac installed
OR remove those 4 packages
Actual Results:  
rip:  WARNING: An encoder was *not* found on your PATH
rip:  you can download one from http://www.mp3dev.org/mp3/

Expected Results:  
No Errors
