No it doesn't... :)
The EXTRA_LDFLAGS are used during the phase the modules are compiled into the kernel.
You can look at the Linux/Kernel/Makefile Makefile set these without usage.
I cannot override these since upstream doesn't give the option.

If you wish to modify CFLAGS and LDFLAGS, please talk to upstream... I tried once and failed.
