In previous versions of Konqueror it was pretty annoying that these yellow shortcut PopUps (however these are really called) popped up every time the Ctrl key was shortly pressed once. Earlier they popped up only if the Ctrl key was pressed for a few seconds.

Now in Konqueror 3.5.7 they pop up every time a website is loaded without pressing the Ctrl key. After pressing the Ctrl key they disappear but pop up again after about a second. And they pop up randomly even if there was no new website loaded and the Ctrl key wasn't pressed.

This is extremely annoying and should be fixed as soon as possible.

It works as it should for me. Only after pressing CTRL (no need to hold if for a few seconds, just press and release it) do the "yellow shortcuts" appear.
As you've taken this upstream, I feel inclined to close it as upstream.

According to comment #4 in the upstream bug, https://bugs.kde.org/show_bug.cgi?id=146305#c4, have you checked if this is caused by xine?

As I've written in the upstream bug it can't be caused by xine because xine didn't run when this problem occurred.

Please re-open if/when there is new information available on your upstream bug.

It works just fine for me.
