In the german Installationdoc, the timezone is only set in /etc/conf.d/clock, but this is not enough. The zoneinfo file has to be copied/linked to /etc/localtime, like in the english documentation. Fixed for x86 and amd64 since the other archs aren't yet updated to 2007.0. grahl, if you want to point any fingers, nightmorph forced me to do it!
