I haven't tested this as I haven't got a setup handy right now, but a user on IRC just had this problem.

Basically the user had run "emerge --unmerge portage" and now had to restore portage manually. After following the guide and trying to "emerge portage", the user was told they needed /etc/make.globals.

My suggestion would be to add an instruction to copy the file to the guide.

It's occurred to me that the guide may not cover this scope of problem (since I assume that portage is totally gone from the users system), in which case I'd suggest adding clarification of the scope of problems the guide is designed to fix.

Docs team is not responsible for docs that are under proj/. Reassigning to portage because genone is on devaway.

well, make.globals isn't strictly required, but I'll add a note in the docs as without it portage might behave in strange ways.
