It seems to be a problem of autoconf-2.57 (which is masked right now). autoconf-2.54-r1 works.

What version of m4 (epm -q m4) ?

Author cannot reproduce, and there's a newer kde version available now. Closing as a WONTFIX - if this problem persists with the newer kde-i18n-pl-3.1.2 please repoen.
