Subject says it all - it's impossible to emerge emacs-cvs with -j3 MAKEOPT:

make[3]: /var/tmp/portage/app-editors/emacs-cvs-23.0.0-r6/work/emacs-unicode/src/temacs: Command not found
make[3]: *** [unidata-gen.elc] Error 127

I checked and temacs is there, so I set -j2 and everything merged OK. Please add appropriate filter to the ebuild!

 To be more verbose: As a live ebuild is a moving target we won't fix such failures as yours.  Active development is going on and the Emacs upstream developers need to know so they fix it on their side.
