Please add an ebuild for Encode::Detect, it is an option/requirement for spamassassin.
(module not installed: Encode::Detect ('require' failed))

Version of spamassassin you are seeing this in? Where are you seeing the error? 
Are you attempting to load anything optional that is requiring it? I just 
untarred the source for Mail-Spamassassin-3.1.8 and a grep -risl 
"Encode::Detect" * came back with nothing. I don't see anything in the mail 
logs on any of the servers I'm running spamassassin on. we'll need more input 
from you on this. If this is truly optional/non-critical, g-cpan-0.15 seems to 
generate a decent enough ebuild for it for your local use.

Seems to be new in 3.2.0:

  - Encode::Detect (from CPAN)

    If you plan to use the normalize_charset config setting to detect
    charsets and convert them into Unicode, you will need to install
    this module.

I'll fix this later today.
