Currently the FAQ sais that, in order to add a FAQ to the FAQ, one should file a
bug against "Docs-user". Perhaps it would be wise to say it must be filed
against "Docs-user : Gentoo Linux FAQ"?

This is in section 6, "Development," and is the fourth question.  I'm going to reopen this for reconsideration--it seems reasonable.
