On Core2 Duo laptop (FSC Celsius H240) there is 1 CPU with 2 cores.
There are 2 thermal zones.

KPowersave sets cpufreq governor on both cpu0 and cpu1.
(Setting "Powersaving" in KPowersave menu and checking cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor states "powersave", cat /sys/devices/system/cpu/cpu1/cpufreq/scaling_governor states "powersave").

KLaptop only sets cpufreq governor on cpu0 (Setting "Powersaving" in KLaptop menu and checking cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor states "powersave", cat /sys/devices/system/cpu/cpu1/cpufreq/scaling_governor states "performance").

Current Gentoo, Kernel 2.6.20-r8 (gentoo-sources). System built originally on 2006.1, but profile switched to 2007.0. KDE3.5.5. ACPI built into Kernel (static).

Please report this at https://bugs.kde.org/. Unfortunately klaptopdaemon is not well maintained, so I would not expect too much, though.
