app-emulation/vmware-server-console-1.0.1.29996 is required to work with some vmware-server versions. Its not possible to upgrade every server in an organisation as soon as a new version of vmware-server is available.

I have

>=app-emulation/vmware-server-console-1.0.2

in package.mask and would like to be able to emerge the version in the subject.

You can keep older versions in your overlay.  You don't need us to keep them in the tree.
